Mission and Functions

Immediate Office of the General Counsel
Directs, manages, and supervises all activities assigned to the General Counsel.

Office of Conflict Prevention and Resolution
Provides assistance throughout the Department and to its contractors on using various types of Alternative Dispute Resolution (ADR) to resolve disputes without litigation. more>

Office of NEPA Policy and Compliance
The mission of the Office of NEPA Policy and Compliance is to assure that the Department’s proposed actions comply with the requirements of the National Environmental Policy Act (NEPA) and related environmental review requirements (e.g., National Historic Preservation Act, Endangered Species Act, Fish and Wildlife Coordination Act, and others) that are necessary prior to project implementation.  The Office is the Departmental focal point for NEPA expertise and related activities in all program areas, covering virtually every facet of the Department’s diverse and complex operations.

Deputy General Counsel for Litigation
Directs, manages, supervises and coordinates the activities and functions assigned to the Assistant General Counsel for Litigation. The Assistant General Counsel for Litigation manages, justifies, and defends, in conjunction with the Department of Justice, all litigation involving challenges to DOE programs and actions; provides pre-litigation advice; represents DOE in State and Federal administrative proceedings. Provides general advice to DOE managers and personnel concerning pending litigation; reviews pending or potential litigation and recommends to the General Counsel such changes in DOE policy as are deemed necessary.

Deputy General Counsel for Environment and Nuclear Programs
Directs, manages, supervises and coordinates the activities and functions assigned to the Assistant General Counsel for Environment, the Assistant General Counsel for Civilian Nuclear Programs, and the Assistant General Counsel for International and National Security Programs. more>

Deputy General Counsel for Technology Transfer and Procurement
Directs, manages, supervises and coordinates the activities and functions assigned to the Assistant General Counsel for Procurement and Financial Assistance and to the Assistant General Counsel for Technology Transfer and Intellectual Property. more>

Deputy General Counsel for Energy Policy
Directs, manages, supervises and coordinates the activities and functions assigned to the Assistant General Counsel for Legislation and Regulatory Law, the Assistant General Counsel for Fossil Energy & Energy Efficiency, the Assistant General Counsel for Electricity & Power Marketing, and the Assistant General Counsel for General Law. more>
